Land Registry Rules 2025
The Central Government has prepared a draft bill with the aim of making online registration mandatory and ensuring digital preservation of land documents. This proposed law is expected to replace the 117-year-old Registration Act currently in force. The Department of Land Resources under the Ministry of Rural Development has released this draft for public feedback.
At present, the existing Registration Act is implemented across the country. However, state governments have the power to make amendments to it, but they must consult with the central government before doing so. Several states have already modified the law to allow online registration of land. Taking this into account, the central government has decided to introduce a comprehensive law that can be uniformly applied across the country.
Under the proposed draft bill, documents such as Agreement to Sell, Sale Certificate, Power of Attorney, and Equitable Mortgage have been made mandatory for registration.
Aadhaar-Based Verification Becomes Mandatory
The government has also proposed an Aadhaar-based verification system, which will require the consent of citizens. For those who either do not have or do not wish to use their Aadhaar number, an alternative verification mechanism will be provided.
This initiative is seen as a major step towards preventing fraud and misuse in land transactions. Alongside this, the government aims to introduce electronic registration certificates and digital record maintenance.
This means that the submission of documents and the registration process can now be completed entirely online, marking a significant move toward a transparent and technology-driven land registry system in India.
